Shell Canada Limited has a systematic approach to HSE management to ensure compliance with the law and to achieve continuous improvement in our pursuit of Goal Zero. We manage HSE performance and activities as a critical business activity.

2007 was a very good year for HSE, however our journey of relentlessly pursuing Goal Zero is never over. When we complete a major project or a Plant Shut Down with great HSE performance as we did in 2007, it is rewarding to see that our hard work in safety is paying off!! Thank you for all you have done personally to keep yourself and others safe. So what are we going to do to keep the momentum going and continue the successes we saw in 2007?

In early 2007, Shell reinforced our Goal Zero theme with new promotional and support materials aimed at all Shell Canada employees and contractors. These materials emphasized the goal of zero injuries every day, at all sites. First, let’s look at Process Safety. Process Safety is about maintaining the integrity of our equipment and keeping the product in the pipes. The Texas City explosion was a tragic reminder of what happens if you don’t get this right. Everyone in the industry must learn from this experience and the subsequent investigation. Certainly we in Shell Canada are giving it our full attention.

We also need to keep working on the personal safety fundamentals – it’s back to intensity and intervention. Spotting hazards and if we can’t eliminate them, then making sure we control them. Watching out for each other and intervening when necessary. I believe we need to create a new mindset in our company. We need to truly believe that zero injuries and incidents are possible – that all injuries can be prevented. What I am saying is that the target is always zero. The fact is we work most days without injuries. The issue is not achieving zero, we do it all the time. The issue is maintaining zero.

For 2008 and beyond, Greg Guidry outlined some key objectives around Safety:

The Goal Zero Must Wins target the areas of Contractor Safety, Road Safety, Asset Integrity, and Worksite Hazard Management. In Contractor Safety we will intensify our engagement with key contractors – holding them accountable for improvement. This will not mean significant change to our process, just raising the bar in terms of intensity for our leaders. We need our Shell leaders engaged in the process; we need them to create the same amount of urgency and responsibility in our contractors that we have in our own organization. Road Transport is by far one of our most significant exposures. In this Must Win we will continue to expand implementation of In-Vehicle Monitoring Systems (IVMS) and focus on improved Journey Management (ex. more planning prior to trips to reduce exposure).

Our focus in Asset Integrity will continue our quest toward the vision of “Our assets are safe and we know it”. Huge focus will continue on understanding the condition of our aging infrastructure. Additionally, we will improve our performance and monitoring of safety-critical equipment in our operation. Our goal is to achieve total compliance with the testing and performance of our safety-critical systems.


Future State

We sustain a workplace that is free of injuries on a sustained basis, achieving our objective of Goal Zero. We reduce our impact to Health Safety and the Environment to as low as reasonably practicable (ALARP).

Key Beliefs About Safety

We believe the following about safety:

  1. The health and safety of people has first priority in achieving our business and operational excellence goals.
  2. All injuries and occupational illnesses can be prevented. Safety can be managed.
  3. Excellence in safety is aligned with excellence in other business parameters; they are mutually supportive
  4. Safety is an integral of our “How Work Gets Done” process, from planning and scheduling to work execution.
  5. Rushing, frustration, fatigue and complacency can lead to the following critical erros whcih can increase the risk of injury:
    • Eyes not on task at hand
    • Mind not on task
    • In the line of fire
    • Lack of balance/traction/grip
  6. Top management must be committed to safety and excellence, and drive the agenda by establishing vision, values and goals by auditing performance and by visible personal involvement.
  7. Safety is a line responsibility. Each executive, manager and supervisor is responsible and accountable for preventing all injuries in his or her jurisdiction and each individual for his or her own safety.
  8. Safety is an integral part of every job.
  9. There can be no ‘bystanders’. Everyone must take an active and supportive role when it comes to safe work practices.
